The operation's technical infrastructure will be employed to track down the offenders, and they will be stopped with penalty tickets at the expressway's exit locations.

The highway's posted speed limit is 100 km/h, although drivers are expected to travel at 20 km/h when approaching toll gates and 40 km/h when leaving the motorway.
When NTV journalist Edward Muhumuza was killed in an accident on the expressway in March of this year, Kampala Lord Mayor Erias Lukwago encouraged the police to find ways to end the bloodshed on the roads.
The MPs gave the Uganda National Roads Authority (UNRA) the job of developing punitive and strategic methods to deal with the problem of vandalism on the highway, which involves, among other things, switching to construction materials that are less appealing to vandals.
